​Lições do desenvolvimento econômico da China para a América Latina

Tenho um capítulo “Lições do desenvolvimento econômico da China para a América Latina” no livro “Perspectivas Asiáticas”, publicado em Português brasileiro. Trata amplamente das lições do desenvolvimento econômico chinês e reflete discussões com socialistas latinoamericanos e as minhas visitas à America Latina. Acredito que a discussão entre a esquerda latinoamericana e a China seja uma das questões mais importantes no mundo. Espero, portanto, que essa análise seja de interesse na América Latina. Segue abaixo a introdução do capítulo, que lida em mais detalhes com questões trazidas no meu artigo “Por que a China é um país socialista – a teoria chinesa é alinhada a Marx (mas não a Stalin)”. Espero que essa análise seja útil e possa fomentar discussões entre socialistas na América Latina e na China.

​1. Introdução
As conquistas econômicas da República Popular da China são, de longe, as maiores da história. Isso é verdade não só quando levamos em conta unicamente o crescimento econômico, como também se verifica, de modo ainda mais relevante, na melhoria dos padrões de vida e na diminuição da pobreza.
Essa afirmativa é objetiva, não é exagerada, e é detalhadamente fundamentada a seguir. No Ocidente, ainda assim, é disseminada a falácia de que tais conquistas econômicas e sociais sem precedentes se devem ao capitalismo, e não ao sistema econômico socialista chinês. Essa concepção incorreta resulta em equívocos na estratégia econômica da esquerda internacional, inclusive na América Latina. Caso estejam convencidas de que as conquistas econômicas e sociais sem precedentes na China resultam de um sistema econômico
capitalista, a esquerda e as forças socialistas não prestarão a atenção devida ao “modelo chinês” e não tirarão as lições adequadas. Isso terá consequências negativas sérias para a estratégia da esquerda na América Latina e no resto do mundo. Além disso, a falsa convicção de que a China é um sistema econômico
capitalista permite que a direita almeje levar os créditos pelo sucesso socioeconômico sem precedentes do país. Desse modo, este capítulo apresenta quarto pontos independentes:

(i) que as conquistas socioeconômicas da China são inéditas na história da humanidade;

(ii) que essas conquistas socioeconômicas são fruto de um sistema econômico socialista, e não de um sistema econômico capitalista;

(iii) que as características desse sistema econômico socialista não são exclusivas da China;

(iv) e que, portanto, é uma prioridade urgente para a América Latina – e para o resto do mundo – estudar as lições do sucesso econômico chinês.

O objetivo principal é analisar os motivos para o sucesso econômico da China e tirar conclusões aplicáveis no mundo todo, inclusive na América Latina. Isso naturalmente não sugere que o “modelo chinês” possa ser aplicado mecanicamente em outros lugares, e sim que as forças econômicas fundamentais subjacentes a ele correspondem a processos econômicos gerais. O que é único na China é sua combinação específica. Isso está alinhado à insistência de Deng Xiaoping, que caracteriza o pensamento econômico chinês, de que a política econômica do país se baseie na situação nacional específica da China (em suas “características chinesas”), ao mesmo tempo em que “tentamos agir de acordo com leis econômicas objetivas” (XIAOPING, 1979, p. 173).1 Este capítulo é baseado no meu livro, publicado em chinês, O Grande Jogo de Xadrez (ROSS, 2016), no qual comparo o desenvolvimento econômico e as estratégias da China e dos
Estados Unidos, levando em conta suas consequências geopolíticas.
